Dear Interested Parties,

On April 17, 2026, Los Angeles City Planning released two proposed ordinances: the Senate Bill (SB) 79 Phased Implementation Ordinance and the Low-Rise Ordinance amending the Mixed Income Incentive Program (MIIP) as part of LA’s local implementation of SB 79 or “The Abundant and Affordable Homes Near Transit Act.” Together, the ordinances phase in the implementation of SB 79’s housing incentives (pursuant to Government Code Sections 65912.155 – 65912.162). This approach is tailored to LA’s local housing goals and policies to affirmatively further fair housing, build on the last decade’s successes to accelerate affordable housing production, protect climate vulnerable communities, and lay the groundwork for future Local Transit-Oriented Development (TOD) Alternative Plans. Staff prepared a recommendation report with a revised draft of the Low-Rise proposed Ordinance for the City Planning Commission (CPC) and it is now available for public review. 

A public hearing on the proposed ordinances is scheduled for the CPC meeting on Thursday, May 14, 2026. City Planning invites Angelenos to attend the CPC meeting and participate in the public process. The proposed ordinances will be considered by the CPC for recommendation to the City Council. The City Council must consider the ordinances before they can go into effect.

Please be aware that given the scale and complexity of SB 79’s provisions, the Ordinances as drafted are subject to change based on guidance and updates from implementing agencies, including the California Department of Housing and Community Development (HCD) and the Southern California Association of Governments (SCAG). 

The CPC meeting will be in a hybrid format that includes an in-person meeting at Van Nuys City Hall with an option to attend virtually via Zoom. Please check the CPC meeting agenda for information on how to attend and submit comments directly to the CPC.
