CF 15-0989-S47:  This motion, if adopted as is, will allow any so-called Olympic and Paralympic projects to be constructed without regard to CEQA, any existing specific plans, Conditional Use Permits, Site Plan Review requirements, height limits, setbacks, etc.

WRITTEN COMMENTS SHOULD BE SUBMITTED ASAP AND PHONE CALLS MADE TO COUNCILMEMBERS TO URGE THEM TO OPPOSE THE MEASURE ON FRIDAY’S AGENDA.  The motion is excessively broad and will allow undefined and unlimited numbers of projects to proceed without overview or review.

Added editorial notes:  If this measure passes as is, it may be used to move the Dodger Stadium/McCourt Gondola project forward.  (That project should be called out as being exempt from this ordinance.) 

There is no reason why the City cannot fashion an expedited review process for specific projects that meet defined criteria.  We are meant to be hosting a “no build” games.  The Olympics Committee should be called upon to provide any funds needed to staff a land use review process if the City is unable to do so.

ALSO taking place on Friday morning is the Board of Public Works hearing on the STAP (Sidewalk and Transit Amenities Program) Year 3 list of locations for future transit shelters and urban ad panels.  Public comments are taken by Zoom and by phone for this meeting.  It is Agenda Item # 1.  

Please submit written comments and/or call in requesting more time for public review (the public was never notified as to the availability of the list) and oppose the placement of ad structures on designated Scenic Highways, in the Coastal Zone, in sensitive biological resource areas, and/or in locations where overlays specifically prohibit off-site advertising.  In addition to transit shelters proposed are many “Urban Panels’ that are 8-9 feet tall two-sided digital ad structures that provide no shade or shelter for transit riders.  They are purely advertising structures proposed to be placed on our public right-of-way in many locations.  Some are proposed adjacent to residences.  The proposed list requires additional review.  The Board should consider adopting guidelines that govern the administration of the program.
