Request that City Planning Place Hold on Discretionary Decisions

The below sample motion is recommended by WRAC.   ALSO.  Another example is below submitted by NC Presidents.  Submit on your own or through your NC/CC.

Whereas, prior to the Covid19 Emergency, Neighborhood Councils and Community Councils served as the only notice to the general community of such projects and due to the current Covid19 Public Health Emergency, Neighborhood Councils and Community Councils have not been able to establish credited virtual meetings where the outcomes of discussion and Community Impact Statements are affirmatively recognized by the City and the Department of Neighborhood Empowerment,

Therefore, be it resolved that the ___________ NC/CC requests that the L.A. Dept of City Planning, City Planning Commission and Area Planning Commissions cease all discretionary approvals until such a time as all Neighborhood Councils, The City Planning Commission, Area Planning Commissions and the Dept of City Planning Itself, have established adequate measures to ensure full public participation and access to Hearings and Documents.

Dear Mr. Mayor and City Council Members,
We the undersigned Neighborhood Council Presidents commend the City for its quick action to limit public
meetings in a time of unprecedented challenges and the need for rapid decisions.
The majority of projects the City Planning Department reviews do not require any public hearings. These include TOC, Density Bonus, Site Plan Review, Demolitions, the Port of Los Angeles, Community Plan Implementation Overlay, Character Residential Ove

rlay Zones, EIRs, and Specific Plan Project Permit Compliance Review. In these instances, Neighborhood Councils solely provide public notifications about projects impacting their stakeholders and give the public an opportunity to weigh-in on projects impacting their stakeholders. This input is
essential to maintaining transparency in the department’s decision-making process.
It is our understanding the City Planning Department has not yet suspended review and approvals of these
projects. We urge you to instruct the Department of City Planning to cease issuing approvals for all discretionary
projects until the crisis has passed and Neighborhood Councils can once again hold meetings. Exemptions should
include emergency shelters, Bridge housing, and hospital/clinic projects.
