Today, April 20, 2021, U.S. District Court Judge David O. Carter issued a preliminary injunction in the federal lawsuit, LAAlliance for Human Rights v. City of Los Angeles, et al. Staff Recommendation Report from the Department of City Planning regarding the proposed Emergency Homeless Shelters ordinance. The ordinance amends provisions related to the establishment and operation of shelters for the homeless when a “shelter crisis” has been declared by the City Council and/or Mayor.
