The proposed amendments were prepared in response to a February 22, 2022 letter from the California Department of Housing and Community Development (HCD), informing the City that additional revisions were needed to the Housing Element’s programs to ensure compliance with new Affirmatively Furthering Fair Housing (AFFH) requirements in state law. On April 21, 2022, the targeted amendments were released for public feedback, and sent to HCD for their review. In a May 11, 2022, letter HCD stated, “ The revised element will comply with State Housing Element Law (Article 10.6 of the Gov. Code) when the revisions are adopted and submitted to HCD.” On May 19th, the City Planning Commission (CPC) unanimously voted to also recommend that the City Council approve the targeted amendments.
