Community Care Facilities Ordinance Report released

The Department of City Planning has released a report making new recommendations regarding the proposed Community Care Facilities Ordinance (CCFO). Some of you may recall the CCFO when it was being discussed several years ago. The City Council was unable to reach consensus on the matter when it was finally brought forth on January 31, 2013, and as a result decided to form an Ad Hoc Council Committee on Community Care Facilities. The Ad Hoc Committee has been meeting regularly since January this year.

The report reflects the recommendations of the Planning Department after having discussed the issue in great detail at the Ad Hoc Committee for the past 6 months and having engaged in extensive outreach and research efforts for many years prior. The Department has produced additional detailed reports on particular aspects of the proposed ordinance (here and here).

The Department’s recommendation tries to balance concerns around the protection of neighborhood character with providing necessary housing options. As such, it tackles three separate but related issues around group housing arrangements 1) the regulation of state-licensed Community Care Facilities (group homes for the disabled and elderly), 2) changes to Zoning Code definitions regarding regular (non licensed) group housing arrangements, and 3) consideration of new parking requirements for homes with high numbers of occupants.

The report will be considered at the next Ad Hoc Committee meeting on Wednesday July 2nd at 9:00AM in Rm 1010 City Hall. The agenda should be posted in Council File 14-0118 by Friday afternoon.
