Support Draft #3 of the CHIP/Housing Element ordinance
Timeline: City Planning released drafts in September. On September 26 the City Planning Commission passed Draft #3 (unanimous): This is the correct link to Draft #3 of the CHIP/Housing Element
Next: goes to PLUM (Planning Land Use Management) committee now chaired by Councilmember John Lee (CD12), then will go to the City Attorney, Mayor and City Council. Must be submitted to the State by Feb. 12, 2025. If not submitted then L.A. City will be “out of compliance” and “Builders Remedy” takes over which means “build anything anywhere”. It is important to support Draft #3 of the CHIP/Housing Element ordinance and oppose any changes that would rezone single-family neighborhoods. Our primary focus is on the Planning and Land Use Management (PLUM) Committee, which will review this ordinance soon.
Key Points Discussed:
- Misinformation on Single-Family Zoning: There is misleading information circulating that single-family zoning restricts 70% of LA’s developable land. The truth is only 45% is developable, and single-family zones already contribute significantly with ADUs (Accessory Dwelling Units).
- Social Justice and Housing: Rezoning single-family neighborhoods does not address social justice issues and instead favors large developers. The focus should be on creating affordable housing opportunities in high-resource commercial corridors.
- Urgency to Act: John Lee has just been appointed as the Chair of the PLUM Committee. This committee’s recommendation will carry substantial weight when Draft #3 is presented to the full council.
Call to Action
- Send Letters of Support: Write to the PLUM Committee members urging them to support Draft #3 as presented. Use the sample letter below or draft your own using the bullet points discussed.
- Engage Councilmembers: Copy your local councilmember and their staff. We need a strong showing to counter the support from pro-development groups.
PLUM Committee members: If these are your representatives it is even more important for you to reach out but we all must do so. We are encouraged by early indications that two councilmembers on PLUM will support Draft #3 as presented. We need to get a majority vote- three.
