Los Angeles City Planning released a proposed ordinance that amends the Processes and Procedures Ordinance (Ordinance No. 187,712) to reinstate Section 11.5.14 (Redevelopment Plan Procedures) in Chapter 1 of the Los Angeles Municipal Code (LAMC). The proposed ordinance is known as the Redevelopment Plan Procedures Reinstatement Ordinance. 

Adopted in 2022, the Processes and Procedures Ordinance amended Chapter 1 of the LAMC and established Chapter 1A of the LAMC to reorganize the administrative processes and procedures related to zoning and land use entitlements. As part of this comprehensive update, Section 11.5.14 (Redevelopment Plan Procedure) was inadvertently removed from Chapter 1 of the LAMC. This proposed ordinance is an administrative correction to reinstate Section 11.5.14 in Chapter 1 of LAMC and remove references to the Chinatown and North Hollywood Redevelopment Plans, which have expired and are no longer enforceable.

A public hearing on the proposed ordinance is scheduled for the City Planning Commission (CPC) meeting on Thursday, October 26, 2023, when the item will be considered by the CPC for recommendation to the City Council. The CPC meeting is an opportunity for stakeholders and the general public to share feedback with the CPC on the proposed Redevelopment Plan Procedures Reinstatement Ordinance. The CPC may take an action at the meeting to make a recommendation to the City Council on the proposed ordinance. There will be no final decision at this meeting, and the City Council must consider the ordinance before it can be adopted. We invite you to attend the CPC meeting and participate in the public process.

The CPC meeting agenda will contain information about attending the meeting virtually via Zoom and will be provided no later than 72 hours before the meeting at Planning4LA.org/hearings. Staff will accept comments for consideration in their report to CPC until October 12 at 4 p.m. Any comments thereafter must be sent directly to the CPC at cpc@lacity.org.
