Hillside Construction Regulations Ordinance
Dear stakeholders, Los Angeles City Planning has continued its work over the past months to apply the Hillside Construction Regulations to the hillside communities of the Coldwater Canyon, Franklin Canyon, Bowmont Hazen, and hillside areas throughout the Northeast Los Angeles Community Plan. The City Council first requested that the HCR tool be applied to the Mt. Washington/Glassell Park area. However, during our engagement with stakeholders in the Northeast Los Angeles area this summer, numerous groups and individuals expressed support for expanding the HCR to all hillside areas in the local area. Stakeholders are encouraged to visit our work program’s website to view maps of the proposed new HCR areas. In addition, stakeholders can view the work program’s Fact Sheet and Frequently Asked Questions, as well as a number of other maps and resources. Following the public hearing, City Planning will prepare a recommendation on the work program to the City Planning Commission on November 3, 2022. Following the City Planning Commission’s initial consideration of the HCR expansion, the City Council will have an opportunity to adopt the HCR expansion later in the fall.
