Affordable Housing Linkage Fee Ordinance

The ordinance will be heard at City Planning Commission on February 23, 2017 at 10:00 a.m. The meeting will take place at the Council Chamber on the 2nd Floor of Van Nuys City Hall located at 14410 Sylvan Street, Van Nuys, California 91401.

PROPOSED ORDINANCE:
An ordinance adding Section 21.18 and amending Section 16.02 of the Los Angeles Municipal Code, as well as adding Section 5.578 of Chapter 172 of the Administrative Code, establishing an Affordable Housing Linkage Fee, and directing Linkage Fees derived from Development Projects to the Housing Impact Trust Fund.
REQUESTED ACTIONS:
1. Consider based on the whole of the administrative record, that the proposed ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15378(b)(4) and 15061(b)(3) and, pursuant to CEQA Guidelines Section 15074(b), adopt ENV-2016-3432-ND;
2. Approve and recommend that the City Council adopt the proposed ordinance;
3. Recommend that the City Council direct the Housing and Community Investment Department to prepare an expenditure plan for allocating the Housing Impact Trust Fund revenues generated as a result of the proposed ordinance, and report to the City Council within six months;
4. Adopt the staff report as the Commission report on the subject; and
5. Adopt the Findings as recommended by staff.

LA, should default to the state ordinance. Affordable Housing!
And not require additional parking, the millennials don’t own cars! They uber. Also these Assessory units should be allowed in the hills.
This is a brilliant move by Gov. Jerry Brown.
The “urgency” state wide mandate declaration is justified. As a former city planner, I’m thrilled this is a state law, which over rules any local ordinance. this ordinance will help our young, and old looking for affordable housing. The additional rental income, will help homeowners afford to stay in their homes as well.
Our cities are no longer affordable for young people, and young families, to rent a space of their own. its not uncommon for three or more people or families,
To occupy a one bedroom apartment. Dividing off a bed space in the living room or dining area. Quality of life?
This ordinance applies to the entire state, and city of LA. Every neighborhood. It should remain that way. EVERY socio-economic neighborhood. No exclusions for the wealthy, high priced, homes. From the Beach communities to the hills. The only path for this ordinance to create hundreds, maybe thousands of new units in our city…is by not requiring additional parking.
The “Junior Assessory dwelling units” ordinance doesn’t require additional parking, and SB 1069, does not, and should not require additional parking as well. Plenty of on site, and street parking spaces are available. I applaud this action by the state. Let’s not diminish it by trying to limit its goal of creating thousands of new dwelling units in LA.
