City Actively pursuing Mixed Income Ordinance

At the Saturday, June 13, PlanCheckNC Forum Sharon Commins briefed stakeholders about the proposed mixed income ordinance, CF 08-2614. The message to all Neighborhood Councils and Stakeholders is — Read the file. Study the reports; evaluate proposed incentives; monitor the process; and get your comments in to the Planning Department EARLY, while the ordinance is being written.”

The City is actively pursuing a Mixed Income Ordinance [MIO] and a timeline has been accepted by the City Council. The key issue is how such a mandatory program would ‘mesh’ with SB 1818. Refer to Council File #08-2614, a must read for further background details and Planning’s preliminary report (May 19, 2009, Report) identifying issues and concerns with MIO, or ‘inclusionary zoning’. Also, please share as you become aware of additional information so that we may all become more informed.

Nov –April, 2009 Meetings with Departments and Technical Advisory Task Force

May 19, 2009 Joint PLUM/HCED to discuss reports; adopt parameters for ordinance; provide additional instructions to staff

May 26, 2009 Draft preliminary conceptual ordinances pursuant to committees’ parameters for use in preparing CEQA documentation

May 26-June2 City Council to identify and allocate funding for financial consultant to analyze the likelihood of the use of SB 1818 for each draft preliminary conceptual ordinance (approximately $20,000) for use in CEQA analysis

June 2 – June 16 City departments resolve potential differences between Task Force pro formas and LA.PIl7 consultants’ pro formas (to be developed pursuant to Motion CF 08-2614-SI)

June 16 – July 16 Consultant prepares analysis of SB 1818 impact on each draft preliminary conceptual ordinance

July 16 – Sept. 15 Prepare a matrix identifying the level of potential environmental analysis required for each draft preliminary conceptual ordinance, as a screening tool for the preparation of an Initial Study for the proposed ordinances) that PLUM/HCED will direct staff to draft.

September 15, 2009 Joint PLUM/HCED meeting for (1) report on analyses of likelihood of the use of SB 818 for each draft preliminary conceptual ordinance; (2) reports from relevant departments regarding studies necessary to complete environmental clearance (i.e. traffic studies, water supply assessments); (3) direction from Committees regarding draft ordinances to pursue.
